Homeland Security



The
California State Military Reserve (CSMR) is the equivalent to the New Jersey Naval Militia, which is an
all-volunteer (18 - 63) State Defense Force--authorized
by United States Code--whose primary mission is to support the
California National Guard (CNG) in its Homeland Security missions such
as Disaster Mitigation
Recovery, Small Arms Weapons Training, Military Police, etc. [The NJ Naval
Militia (which existed from the late 1800's until 1963) was reactivated by Governor Christie Todd
Whitmann in 1999 and had bi-partisan support by both Democrats and Republicans--please call your
Governor, State Senators and Assemblymen and ask them to take the NJ Naval Militia off "stand down" mode and start
recruiting new members.] This would save our State and local governments
a lot of money.
Consolidation of Police Departments
All New Jersey township police departments should be merged into the county Sheriff's Department with satellite offices in each township if needed. [Your county police departments (do not start a separate county police force; this would end up being very costly) are already established through your Sheriffs' Departments and would be advantageous to merge the existing township police departments in each county into their existing county Sheriff's Department--I have spoken to many retired New Jersey State Troopers and former or current Sheriffs who agree that the local police departments should be merged into one county police force; the NJ Clinton (actual location is in Perryville) State Police Barracks has one Lieutenant to oversee over 30 New Jersey State Troopers; Kingwood Township the NJ State Police patrol the area because Kingwood Township has no township police department and is considerably less costly that having their own police department (under an agreement with the State years ago, the township does not have to pay for their service, but it would still be considerably lower in cost if they had to pay for the police service compared to having their own police department ).] This will not only lower the overall cost, but would be very beneficial for Homeland Security. The current cost of having individual township police departments in New Jersey is astronomical and is totally unnecessary (with the exception of city police departments and park rangers); for example, a local police Dept. in Hunterdon County is 23% of the boro’s budget as of 2008—they patrol 1.3 square miles/3.37 square kilometers. Also, the pension ratio was raised from 60% to 65% after 25 years. Each individual township police dept. has a chief, Captains, Lieutenants, Sergeants, etc. [The township police departments could be gradually phased out over a period of 15 to 20 years—this would allow for no layoffs of current police officers’ and a smooth transition to the Sheriff’s Office.] There should be no age limit, which is the current policy for Sheriffs' Departments--there are a lot of retired military personnel and other highly qualified individuals that are in excellent physical shape and are valuable assets to the many Sheriffs' Departments across this nation. (The current police academies in New Jersey should offer a night and weekend program for individuals who work full-time and need to be certified—not full-time only.) [There is little accountability with your local police departments—if the Sheriff’s Department is mistreating the citizens of a county such as unauthorized traffic stops, the Sheriff can be voted out and is more likely to take a citizen’s complaint seriously; this is not the case with local police departments that are out of control and have far too many officers. It should be noted that the Hunterdon County Freeholder’s decision made in the 1980’s to take away control of the county jail from the Sheriff’s Department was stupid and cost the taxpayers more money by putting it under the control of the Division of Corrections—see DPS. Communications and the county jail should be under the control of the Sheriff’s Department. Also, Pennsylvania’s District Attorneys (New Jersey’s equivalent to the Prosecutor) are elected—see PDA website.]
Unfortunately, you have a lot of misinformed township committee members and county freeholders who are either afraid and do not want to do what is right for the taxpayers (the Federal government and State governments are going broke or are already broke) or they have a vested interest in keeping these high cost township police departments. One township committee member told me that their salaries and huge pay increases are justified because they carry a gun—the township committee person is very misguided to make such a statement (there are many security guards, and military police that carry guns and law-abiding citizens in many states that have a concealed carry license—this does not warrant out of control salaries). Police/Detectives are listed as number six (6) on the list when is comes to fatalities and did not even make the top ten (10) for injuries incurred on the job according to the U.S. Dept. of Labor. - The 33 handguns used to assault the
officers who participated in the current study, 32 (97 percent) were
obtained illegally. Eighteen of these were purchased or traded from
other [criminals]; six were obtained during burglaries; four were
taken from the victim officers during the incidents of examination;
two were stolen during larcenies; one was stolen during a homicide;
and one was illegally purchased from a firearm dealer in a store
(straw purchase by a female associate). None of the rifles, shotguns
or handguns connected with this study were obtained from gun shows
or related activities.
- The federal government has passed many
laws to restrict and limit firearm purchases. The offenders in this
research, however, stated that none of these
laws or statutes deterred them.
Note: I want to
compliment New Mexico Governor Bill
Richardson (Democrat) with signing a bill (04/06/05) that improves
the State's "shall-issue" concealed weapons carry system and encourages reciprocal agreements with
other States--NJ should immediately change its law to "shall-issue". Rep. Harold Ford, Jr. (D-TN) should also be complimented for his strong support of law abiding
citizens the right to bear arms. One of the biggest supporters for the right of citizens to defend themselves is Louisiana Governor Bobby Jindal (Republican) and the nation’s first Indian (Punjabi) American governor and Congressman Ron Paul (R-TX). Any politician not supporting a citizen’s right to defend themselves (2nd Amendment) is not interested in Homeland Security, but wants a police state (see article entitled Former Intelligence Chief (MI5) in Britain warns about police state). A quote from a speech Attorney General John Ashcroft gave on 09/21/07 at the Celebration of American Values at the Capital Hilton in Washington, D.C.: “Any law passed by Congress which does not increase liberty is a bad law.”
Special Note: I am a
firm believer in safety and training. All States should have uniform
standards/ requirements for "concealed
carry permit holders", which should consist of the
following training courses:
- Basic Pistol--14 hours;
- Personal Protection Safety outside the home--14 hours;
- Personal Protection in Home--8 hours; and
- Home Firearm Safety--4 hours

A special designation could be offered on
the "concealed carry" permit for "security personnel", which
would require special training courses.
The "concealed carry license" should be a
high quality license such as Florida's--the same quality as a photo drivers
license. Because of the political situation in New Jersey, I think the above would be satisfactory to all members in the State Senate and Assembly including the Governor. The "concealed carry license" could also authorize the NJ citizen to
purchase the so-called "assault rifles", which are not fully automatic
and account for less than one-half of 1 percent of violent crime.
This would be a big help for the police, military personnel and sportsmen/sportswomen who compete in shooting
competitions and contribute to homeland security. The current States (36) with "shall-issue" carry permits have an
impeccable record.

taken Homeland Security seriously and have abdicated your responsibility in protecting your family and
country. Switzerland requires every Swiss male citizen to own a fully-automatic rifle and the government pays for it!
